Older systems stored data in structured files. Because the files were unique there was no universal way to get the information from the files. Relational databases conform to industry-standard rules for how data is stored and provide relational operators to manipulate the data. As a result modern systems can exchange data and third-party reporting tools can create reports from any standards compliant database.
